Regardless, the download itself (when downloaded from the printer diagnostics website) should work. I have no way to test this - I am not any longer running Windows 7 on any of our machines. The version of Windows you are running may influence which version of the Doctor package downloads, though I am not aware that Windows 7 uses a different Doctor program than the one used in Windows 10.
Save the installation file to your computer > Double-Click on the file to extract and run the program.
